(Portland, OR., July 26, 2024)— On July 24, 2024, the Ninth Circuit Court of Appeals reversed the lower court’s decision in L.B. v. United States, stating that the lower court was wrong to grant summary judgment in the federal government’s favor and dismiss L.B.’s lawsuit under the Federal Tort Claims Act (FTCA). L.B.’s claims against the federal government stem from a sexual assault committed by a law officer from the Bureau of Indian Affairs (BIA) who raped her in her home after responding to her call for help. Both COLT and the NIWRC call on the United States, specifically the DOI and the BIA, to settle this case once and for all. The only correct response is for the United States to accept responsibility for the actions of its law officer, apologize, and compensate L.B. for her extreme losses. We hope the Biden Administration does the right thing. Indian Country is watching.
This last session of our series of “Check-In, Tech Up Clinics” demonstrates innovative and best practices for grantees to use to address challenges with grant reporting, data protection, and collection to ensure the safety and confidentiality of survivors, protect the integrity of your work and simplify data collection and reporting requirements. Following a brief introduction to technology updates, NIWRC “techsperts” will be on hand to respond to all your tech needs and questions and provide one-on-one support.
The student will have the opportunity to work with and be mentored by NIWRC’s Research Associate Kendra Root (Muscogee Nation Citizen), to meet the needs of individual interest, academic classwork requirements, and final written project for publication, and resource development for NIWRC.

Knowledge exchange with peers from around Turtle Island who are seeking to strengthen and/or grow their culturally founded and land based work to improve wellness outcomes for survivors in the areas of healing, prevention, and response.
NIWRC is searching for candidates to fill the position of an IT Support Tech. This position will focus on documentation development, controls, and training of processes and procedures to strengthen the support functions of the organization. This is a temporary position that will end in September 2025. The compensation range is $24-$28/hour, DOE. The position will remain open until filled.
